The Bottom Line Keri D. Ingraham Delivers Speech at Education Freedom Tax Credit Symposium

On May 5, Keri D. Ingraham, Senior Fellow at Discovery Institute and Director of the American Center for Transforming Education, spoke at the ACE Scholarships Education Freedom Tax Credit Symposium. The event was held at the Four Seasons in Denver, Colorado. 

In recognition of her national leadership in advancing education freedom, Ingraham was invited to deliver formal remarks titled “The Research Doesn’t Lie.” 

The event was co-moderated by Norton Rainey, CEO of ACE Scholarships, and Hanna Skandera, President and CEO of Daniels Fund. Skandera provided a warm introduction of Ingraham, noting her professional accomplishments and influence.

In her remarks, Ingraham stated: 

U.S. K-12 public education spending is 38% higher per student than the average developed country — yet the majority of those countries outperform U.S. students academically. 

Despite this, politicians, education leaders, and teachers unions remain fixated on the notion that K-12 public education is underfunded and that public schools are understaffed despite sharp enrollment declines.

Ingraham continued:  

As a nation, we can no longer justify restricting children to these failing government-run schools for their education. Breaking down the public education monopoly and empowering dads and moms with education freedom for their children is the much-needed solution.  

In America, gone must be the days of only 3 out of 10 public school children learning to read or do math proficiently.

Other speakers included Jeanne Allen, Founder and CEO of the Center for Education Reform; Tony de Nicola, Chairman of the Board, Invest in Education Coalition; Corey DeAngelis, nationally recognized school choice advocate; Greg Dolan, Senior Advisor at the U.S. Department of Education, Office of Elementary and Secondary Education; David Goodwin, President of the Association of Classical Christian Schools; and several members of the ACE Scholarships leadership team.  

Thanks to the generosity of donors, ACE Scholarships has provided 121,000 students with life-changing education scholarships. Beginning in January 2027, taxpayers nationwide can contribute up to $1,700 per year to ACE Scholarships and receive a dollar-for-dollar federal tax credit. The Education Freedom Tax Credit is historic legislation that was signed into law on July 4, 2025, by President Trump.
