Chris forwards the thesis that the federal bureaucracy’s has filled the economic vacuum left by stagnation in distressed communities and that these citizens have precious little representation in the government entities that direct their fate. Meanwhile, mediating institutions like churches and Elks Lodges, have largely disappeared.
