Mr. Kelly is a Microsoft attorney who helped devise the company's lobby strategy. Inspired by boxes of supportive letters to company head Bill Gates, Mr. Kelly launched the company's Freedom to Innovate Network, which culled Gate's fan mail to build "a non-partisan, grass-roots network of citizens and businesses" in political support of the corporation.
